Is it me or does the little boy, closest to the sidewalk, appear to be in the same position as the ‘ghost’?

And you get an hour of watering! I wonder if that’s just for any landscaping or also includes water use inside the house.
Poor neglected house! I wonder how bad it is inside? I’ve never heard of “shares” for water before but as dry as it probably gets there I’m sure that water isn’t cheap. Maybe some native grasses and landscaping would work and then, if the old picture is the same house, put the gothic trim back on. So wish they hadn’t just relegated the house to a footnote and had actually shown pictures of it.
