There is quite a lot to like here, especially the staircase. Does the price seem really low, or is this in an economically depressed area? It seems like a great deal needing only cosmetic work.

Rising Sun is an older town (had a population of 700 in 1816 according to Wikipedia) that steadily grew from flatboat traffic in the 1830’s. The nearby Ohio River was vital for early settlement. Marietta, Ohio and Cincinnati were established in 1788 on the banks of the Ohio River with many other towns along the Ohio River being established before the mid-19th century. This 1890’s house is one of the newer homes but there are a couple of additional Queen Anne style residences remaining in town. The house was formerly in use as a spa type “Wellness Center” but has been on the market off and on for several years. As I recall, at one time the asking price was nearly $300K so the current price reflects a substantial reduction. With the exception of the carpeting in some rooms and updated kitchen and bathrooms, the house appears to be relatively intact. I’m surprised to not see some stained glass windows or other art glass. It’s possible the house had them at one time. The location appears to be fairly busy with state highway 262 and state highway 56 intersecting at the corner of this house. There appear to be some amenities nearby like a family restaurant behind the property on the next lot.
I believe someone with vision could bring back a much stronger Victorian period flavor if they wished to. The town itself in streetview shows something of a touristy atmosphere like the Indiana towns of Madison and Aurora along the Ohio River. This cute Gothic Revival is just down the street: https://goo.gl/maps/AbwoRFpQHtphXuKr6
